Dr. Josue S. Falla, chief promotion officer of the Philippine-Sino Center for Agricultural Technology (PhilSCAT) is set to return soon to his mother unit under the Department of Agriculture, the Bureau of Postharvest Research and Extension (BPRE). In his exit memo to the heads of both agencies, Dr. Falla wrote :
Without pre-empting the top management (of both BPRE and PhilSCAT), this is to formally express my intension to just finish my current detail to PhilSCAT (Sept. 30, 2009 as per SO No.2009-07 dated July 8, 2009), and return to my mother unit the Bureau of Postharvest Research and Extension.
With the extent and magnitude of PhilSCAT’s current activities (this transition year 2009) which seems quite minimal to warrant my full-time detail, and with the impending Rationalization Program of the government, the undersigned arrived at this personal decision, subject to top management approval.
Please be informed too, that I shall be more than willing to be detailed again to PhilSCAT comes the Phase II of this bilateral Cooperation program (presuming that I am still in the government service then if Rationalization will not be pushed-through).
By this, may I thank with sincere gratitudes my PhilSCAT family for over 5 years including our Chinese counterparts. Wishing PhilSCAT more success in whatever the Philippine and Chinese governments will mandate it to do in the future.
Meanwhile, PhilSCAT director Dr. R. Gavino favorably endorsed Dr. Falla’s (career) plan as he thanked BPRE for its assistance thru the detail of its expert throughout Phase I implementation (2003-2008). In his Indorsement memo, PhilSCAT director concluded, “…Dr. Falla had performed very well and delivered the necessary outputs expected from an expert. The undersigned (RBG) through this Indorsement officially thank Dr. Falla for his excellent participation and dedication that contributed to the smooth implementation of PhilSCAT-I. The PhilSCAT family wishes Dr. Falla the best of luck and more success in his future undertakings”.

It implements the collaborative program in agriculture and related fields between the Philippines and the People’s Republic of China, with Central Luzon State University (CLSU) as the lead implementor and the Bureau of Postharvest Research and Extension (BPRE), Philippine Rice Research Institute (PhilRice) and Agricultural Training Institute (ATI) as partners. PhilSCAT’s current technology scope under Phase I (2003-2008) is Hybrid Rice and Agri-mechanization. (30)
