3 July 2009, PhilRice, Maligaya, Munoz Science City - The Japan International Cooperation Agency (JICA) collaborative project with the Philippine Rice Research Institute (PhilRice) entitled Development and Promotion of Location-Specific Integrated High-Yielding Rice and Rice-Based Technologies (coded TCP3) is currently being evaluated as it nears its completion in November this year.
Members of evaluation committee are (Japanese Team) Mr. Kimihiro Konno, Dr. Kunihiro Tokida, Mr. Akira Fukushima and Ms. Akiko Miyashita. JICA experts at PhilRice Dr. Nobuyuki Kabaki and Mr. Toshitaka Kobayashi will also join the team. For the Philippine Team, the evaluators are the DA Undersecretary Mr. Edmund Sana, Dr. Josue S. Falla of BPRE and PhilSCAT, and Dr. Soledad M. Roguel of the Central Luzon State University.
As indicated in the title of the Project, TCP3 aimed at developing and promoting a technology package most approriate to a "specific" conditions. Under this, 3 core areas were selected such as Central Luzon, Northwestern Luzon and Northern Mindanao representing variables as irrigated lowland, rainfed and low solar radiation area, respectively. PhilRice's "Palaycheck" system was adopted as the main independent variables in this R, D & E project and activities. Major output indicators (dependent variables) include increased productivity and increased income.
The project started in November 2004, and mid-term evaluation showed a highly positive result with a very promising nationwide commercial application. Terminal evaluation is hoped to be completed on or before July 24, 2009 in time with the 4th Joint Coordination Committee (JCC)meeting at DA Central Office in Manila. (30)
