From an Institute through a Bureau, and now a Center. . .
In its 32 years of existence, now is the 2nd time that the country's postharvest government agency change name.
Since its birth in 1978 under Marcos regime up to 1986, it was called NAPHIRE, the National Post Harvest Institute for Research and Extension, then as a subsidiary of NFA (National Food Authority), with corporate status.
In 1986 when Cory Aquino rose to power, NAPHIRE became an attached agency of the Department of Agriculture through Administrative Order 116. Eventually, it was transformed into a bureau through Executive Order 494 wearing the name Bureau of Postharvest Research and Extension (BPRE).
This year 2010 still under President Arroyo, BPRE becomes Philippine Center for Postharvest Development and Mechanization with acronym PHMech (pronounced as PHMek). It was not a mere change in nomenclature, but a new scope-function is added - the mechanization.
Briefly, this is how this organization metamorphosed which some 30 posts (of officers and employees) were abolished. They will bid farewell sometime in the first half of 2010. And in preparation for this change, a planning-workshop shall be conducted anew on January 19-22 in Baguio City. (JSF Blogs)
